Who is to blame? We need a new question.

In class we have debated the question who is to blame. I know ask the question:
"Who is/are the real victums?"
And please note, this question isnt asking who dies, so if you choose to answer please do not put Romeo and Juliet without some thought. For if you were to go along that path, Tybalt died, so is he a victum?

I personally think that the vitums are Mecrutio and The Prince.
The Prince: His reputation is shattered. He didnt sign up to be the one to deal with civil brawls everyday. To loose his citizens to fowl play.
Mecrutio: He was a friend. A friend who died for a grudge he wasnt holding. A grudge that no one understood. But he wasnt a member of either families, yet he was the first to die.
